The Ministry of industry and trade is working in three directions to support milk producers in connection with mandatory labeling
According to her, the department is dealing with this issue in detail. The work is carried out in three directions. Resolution No. 1388 is being amended to approve subsidies from the industrial development fund, which are aimed at expanding the financing of projects related to the labeling system. According to the Head of the department, the project is at the final stage of approval.
‘The next resolution, which the Ministry of industry and trade of the Russian Federation is working on, is number 189,’ the expert explained. ‘The farm is already fully equipped with it. The amendments to this document will make it possible to direct fines and commissions to financing of goods subject to mandatory labeling. The project also provides concessional financing for labeling. The third amendment to Resolution No. 372 approves the list of equipment that is exempt from VAT, and which has no analogues in Russia.
The Head commented on the statements of dairy producers who do not agree with the cost of the labeling code – 50 kopecks. As the expert stressed, this issue was raised when the rules for labeling dairy products were a draft. The cost of the code of 50 kopecks was approved by the Ministry of Finance, and then by the order of the Government of the Russian Federation.
‘Now we have the instruction of Deputy Chairman Victoria Abramchenko to go back to reduce the cost of code - said Priezzhaeva. - In our opinion, giventaking into account the amount of support for enterprises and preferences, the cost of the code cannot affect the cost of the finished product.
Head of the peasant farm holding Yuri Ivchenko who was present at the meeting and who produces milk and cheese, spoke about the first steps to introduce digital labeling, but how all this will work is still not clear to him.
‘We work in “Mercury” system and in “Honest mark”, the operators of "Mercury" request passport data, an insurance number of the individual personal account, EVC from the employees, they are categorically against distributing this data,’ said Ivchenko. The concern is also caused by fines - from 10 to 100 thousand rubles. The profitability of our farm is 5%, the introduction of digital labeling affects it. Why should we be involved in processing under such conditions? At best, we will reduce the range to 3-5 items, in other case - we will leave the sector.
Earlier, The DairyNews quoted Alexey Kondratenko, a member of the Agrarian Committee of the Federation Council, who noted that today there is no state support for the introduction of labeling of dairy products.
