Russian Ministry of Agriculture plans to support local farmers within the WTO “green box”
Russian Ministry of Agriculture within the State Program for Development of Agriculture and Regulation of Agricultural Commodities Markets in 2013 – 2020 plans to test measures aimed to support Russian producers and processors of agricultural commodities.
That kind of mechanism is widely used in other countries – WTO members – and functions as a complex tool of agricultural sector support and regulation, and also social support of the neediest population groups. In 2013-2014 “pilot” projects will be implemented in a number of Russian regions. A special committee headed by Nikolay Fyodorov, Russian Minister of Agriculture, was created to supervise and coordinate the new field of activity. Two ways of food assistance are offered for testing: in the system of nutrition in budget-funded entities and in the targeted food support of people in need. Heads of regions are offered to take part in the program and to declare the statements before 20 April 2013.
