Financing of the agroindustrial complex in 2019 will be reduced by 22% compared with the year 2016.
This is according to the materials of the Ministry of agriculture.

Thus, the draft Federal budget for 2017 provides reduction of financing up to 204.5 billion in comparison with 247.5 billion rubles in 2016. In 2018, the financing will be reduced up to 197,9 billion rules, in 2019 - up to 194 billion rubles. Thus, compared with funding in 2016 the state support for agriculture will decrease by 22%.

In particular, the subprogram "Development of agroindustrial complex branches" in 2017, will be funded for 69.6 billion rubles, in 2018 – for 67,3 billion rubles, in 2019 - for 65.7 billion rubles, in 2016 for these purposes, there were provided 91,1 billion rules.

Funding the subprogram "Providing the general conditions of branches functioning of agroindustrial complex" will decrease from 12.3 billion rubles in 2016 to 9.4 billion rubles in 2019 (9.9 billion rubles - in 2017, 9.6 billion rubles in 2018).
At the same time, the financing of the subprogram "Stimulation of investment activity in the agroindustrial complex" in 2017 will increase up to 75.5 billion rubles from 71.4 billion rubles in 2016. In 2018 the reduction up to 73 billion rubles is provided, in 2019 - up to 71.2 billion rubles.

Meanwhile, the original version of the state program of agriculture development for the period from 2013 to 2020 included its funding for 2017 in the amount of 300,2 billion rubles, in 2018 - 324 billion rubles, in 2019 - 337,8 billion rubles.

The draft Federal budget for 2017-2019 will be discussed at the meeting of the state Duma Committee on agrarian issues on Thursday.

There won’t be any state support for renewal of agricultural machinery

According to the draft budget 2017-2019, agrarians of the Russian Federation during the next three years will not receive government support to renew agricultural machinery.

According to the materials of the Ministry of agriculture, financing of one of the main activities of the program of agriculture development, "Promoting the renewal of agricultural machinery" is not provided.

In 2016 for these purposes 9 billion 862 million rubles was allocated. It made it possible to increase the rate of renewal of agricultural machinery, the share of purchases of domestic machinery rose by 15%.

However, the level of equipment of farmers remains low.

As it was reported, the share of machinery in operation for over 10 years among tractors is 60,3%, grain harvesters - 45,4%, forage harvesters is 42.9%. The pace of disposal of equipment is ahead of the pace of its renewal.

In addition, according to the draft budget there will be a significant reduction of funding for the subprogram "Technical and technological modernization, innovative development". If in 2016 nearly 10.1 billion rubles was allocated to it, in 2017 this figure will amount to 94.1 million rubles, in 2018 - 91,1 million rubles, in 2019 - 89,1 million rubles.

Subsidies can be consolidated

The Ministry of agriculture proposes to consolidate subsidies from the Federal budget, which currently reach 54, in 2017.

According to the records of the Agency seen by "Interfax", the Ministry proposes five consolidated subsidies. This is a subsidy for the provision of unconnected support (per hectare support) in crop production, support to increase the productivity in dairy farming, support to promote the achievement of the targets of implementation of regional programs of agriculture development, for reimbursement of interest on investment loans in agriculture, on compensation of direct costs incurred for the creation and modernization of agricultural facilities.

In addition, in the framework of the state program subsidies of targeted programs for sustainable development of rural territories and development of reclamation of agricultural land are provided.

According to the Agency, new approaches to the provision and allocation of resources will accelerate the bringing of budget allocations to recipients, to increase the independence of regions in the use of subsidies, efficient use of budget allocations and improve the quality control of sectoral policy.

The Agency stresses that the budget allocation is concentrated on the most priority directions of state support of agriculture in conditions of accelerated import substitution.

According to the draft budget, per hectare payments in 2017 may reach 21.7 billion rubles, in 2018 - 20,96 billion rubles, in 2019 - 20.4 billion rubles. Subsidies on production increase in dairy cattle in 2017 are provided in the amount of 11.96 billion rubles, in 2018 - 11.6 billion rubles, in 2019 - 11.3 billion rubles.

Subsidies for promoting the achievement of target indicators of the implementation of regional programs of agriculture development in 2017 may reach 36 billion rubles, in 2018 - 34,8 billion rubles, in 2019 - 33.9 billion rubles.

Investment credits in agriculture from the Federal budget in 2017 can reach 58.8 billion rubles, in 2018 - 56.9 billion rubles, in 2019 - 55.5 billion rubles. Capital costs for the creation and upgrading of agroindustrial facilities are proposed to support with subsidies in the amount of 11.5 billion rubles in 2017, in 2018 - 11.2 billion rubles, in 2019 - 10.9 billion rubles.
